Supporting Districts in Adopting & Implementing High-Quality Instructional Materials

Math Materials Cadre

AMERICANED_SUTTON_068
The Math Materials Cadre equips district teams to select and implement high-quality curricula that advance their vision for great teaching and learning.

About the Math Materials Cadre

Launched in 2025, the Math Materials Cadre helps districts reimagine curriculum adoption as an ongoing foundation for instructional improvement, not a one-time event.

The cadre builds understanding of high-quality instructional materials (HQIM), facilitates collaborative learning, and supports teams in developing locally relevant criteria for selecting materials aligned with their goals for math teaching and learning.

District teams receive customized support, participate in reflective classroom walks and virtual learning sessions, and engage in implementation planning that brings teachers and leaders together to strengthen instruction systemwide.

Cadre at a Glance

  • Supports Florida districts preparing for the 2026–27 math materials adoption
  • Two-year structured process across four learning phases
  • Focused on instructional vision, alignment, and system readiness
  • Builds on lessons learned from previous HQIM cadres in ELA and math (2020–2022)
“Research shows that high-quality instructional materials can significantly improve student achievement. When paired with thoughtful, student-centered implementation, they create lasting instructional improvement.”
Jake Massey, Director of Instructional Materials Strategy, Impact Florida

Why It Matters

High-quality instructional materials are one of the most powerful levers for improving student learning. Yet too often, materials adoption is treated as a transaction instead of a transformation. The Math Materials Cadre helps districts shift from compliance-driven selection to vision-driven decision-making—anchored in what great math instruction should look like for every student.

District teams in the cadre will:

  • Develop a shared vision for the math classroom experience.
  • Identify the features of HQIM that best support that vision.
  • Create district-specific selection criteria and evaluation tools.
  • Build plans to ensure strong implementation and teacher support following adoption.
“The adoption process should start with the student experience. When districts begin by defining what they want math learning to look and feel like, the materials they choose become a means to achieving that vision.”
Jake Massey, Director of Instructional Materials Strategy

Program Design

Each district’s journey through the Math Materials Cadre unfolds across four interconnected phases, leading from vision to implementation.

Phase 1

Vision (Fall 2025)

Districts define what great math instruction looks like for students and teachers. Teams participate in kickoff convenings, virtual learning sessions, and reflective classroom walks to establish a shared instructional vision.

Phase 2

Features (Spring 2026)

Participants explore how features of HQIM can support that vision. Through stakeholder interviews, collaborative sessions, and facilitated convenings, districts identify their non-negotiables and begin designing evaluation rubrics tailored to local priorities.

Phase 3

Selection (Fall 2026)

Districts evaluate top curriculum options and collect feedback from teachers and stakeholders. Teams align rubric results to district priorities and prepare for implementation of their selected materials.

Phase 4

Implementation (Spring 2027)

Districts finalize adoption decisions and plan for rollout. Through site visits, convenings, and ongoing virtual support, teams create systems for sustained use, professional learning, and continuous improvement

Impact

Through participation in the Math Materials Cadre, districts will strengthen their capacity to make instructional materials adoption a driver of teaching and learning improvement.

By the end of the cadre, participating districts will be able to:

  • Articulate a clear, shared vision for the math classroom that guides all materials decisions.
  • Use data and evidence to identify materials that align with that vision and meet student learning goals.
  • Engage teachers, students, and community members meaningfully throughout the selection process.
  • Develop systems for professional learning that ensure high-quality implementation.
  • Sustain continuous improvement through reflection and feedback after adoption.
