The Florida Materials Navigator is a free statewide digital resource that helps Florida school districts plan for, select, adopt, and implement high-quality instructional materials.

Created by Impact Florida informed by the work of real Florida districts, the Navigator brings practical tools, templates, and guidance together in one place. It is designed for instructional materials administrators, curriculum specialists, district leaders, subject-area leads, and others involved in adoption and implementation.

A Clear Path Through the Process

Instructional materials adoption involves more than choosing a program. District teams must clarify their instructional vision, establish local priorities, organize review committees, evaluate options from the state-approved list, engage stakeholders, manage timelines, and prepare teachers to use new materials.

The Navigator organizes this work into three connected phases:

  • Prepare: Define your instructional vision, set local criteria, plan your process, and prepare your review team.

  • Adopt: Sort and compare options, conduct a detailed evaluation, guide committee decisions, and manage approval and purchasing.

  • Implement: Plan the rollout, prepare teachers, support classroom use, and strengthen implementation over time.

District teams can start with the phase that matches their current work and use or adapt resources based on local needs, policies, and timelines.

The Navigator does not replace Florida’s state-approved instructional materials list or tell districts which materials to choose. It supports local decision-making by helping district teams use a clear, consistent process grounded in their instructional goals, student needs, and implementation context.
