Leadership Team

President and founder of Impact Florida, Mandy leads and manages all aspects of the organization's strategy and relationships. She is a passionate advocate for providing educational opportunities for all students in Florida.

President

Mandy Clark is the founder and President/CEO of Impact Florida. As President, Mandy leads the organization's strategy and manages key relationships to support education leaders in focusing on what matters most for student learning.

Before launching Impact Florida, Mandy served as a Senior Policy Officer at the Bill & Melinda Gates Foundation on the education-focused United States Program Team. During her tenure, Mandy was responsible for managing multi-million-dollar education advocacy portfolios in the states of Florida, Texas, and Colorado. She also previously served as the National Director of Development at the Foundation for Excellence in Education, and formerly as its Director of State and Strategic Initiatives. Prior to her work in education, Mandy worked in a variety of roles across the public and private sectors in Florida focused on legislative affairs, communications, and stakeholder engagement. She also served in the Executive Office of the Governor and the Agency for Health Care Administration. 

Mandy holds a B.A. and M.A. in History from Florida State University and has lived in Tallahassee, Florida for over 24 years. She enjoys spending her free time with her husband, Chris, and her daughter, Carmen.

Co-Founder of Impact Florida, Trey leads operations and strategy execution, drawing on his experience as former President of the Jacksonville Public Education Fund and his track record of fostering partnerships to improve public schools.

Chief Impact Officer

Trey Csar, co-founder and Chief Impact Officer of Impact Florida, is a dedicated education leader committed to improving student outcomes and advancing teaching and learning across Florida. As part of the Impact Florida team, Trey leads the organization's operations and activities, ensuring strategic initiatives are effectively executed to support education leaders in focusing on student learning.

Previously, Trey served as President of the Jacksonville Public Education Fund (JPEF), where he contributed to data-informed improvements in public schools. His leadership fostered partnerships with school districts and community organizations to promote innovation in education.

With extensive experience in nonprofit management and education advocacy, Trey brings operational expertise and a passion for student success to his work at Impact Florida.

Staff

Adrienne supports the design and continuous improvement of the Solving with Students cadre and design coaching models; a K–8 educator and math teacher, her work and published research center student voice, mindset, and high-quality math instruction.

Assistant Director of Solving with Students

Adrienne Baytops Paul brings over two decades of educational experience to the role of Assistant Director of Solving with Students. She is passionate about teacher growth and development, particularly in the areas of mindset and student voice. At Impact Florida, she supports the design and continuous improvement of the Solving with Students Cadre programming and design coaching models for participants.

Adrienne has taught grades K–8 and focused on math during her last twelve years in the classroom. As a seventh-grade math teacher, she used Illustrative Mathematics and the 14 Practices of the Building Thinking Classrooms model to de-track pre-algebra to provide her students with high-quality, equitable math learning opportunities. She has had her research published in the Journal of Mathematics and Science and regularly writes about mathematics instruction, standards, and best practices.

Adrienne holds English degrees from the University of Chicago and Columbia University and a master's degree in K–8 Mathematics Education Leadership from George Mason University.

William Campbell serves as Director of Strategic Initiatives at Impact Florida, where he leads cross-cutting efforts to advance systems change, strengthen strategic partnerships, and align policy, practice, and implementation across the state.

William Campbell serves as Director of Strategic Initiatives at Impact Florida, where he leads cross-cutting efforts to advance systems change, strengthen strategic partnerships, and align policy, practice, and implementation across the state.

In this role, William focuses on translating complex systems work into actionable strategies that support educators, practitioners, policymakers, and community partners. His work emphasizes clarity, alignment, and sustainability, ensuring initiatives are grounded in evidence and responsive to field needs.

William brings more than 20 years of experience in strategic communications, organizational leadership, and public-interest work across the nonprofit, public, and private sectors. His background includes senior nonprofit leadership, statewide advocacy, and consulting engagements with national organizations, foundations, Fortune 100 and 500 companies, and government partners. He is known for bridging silos, clarifying narratives, and moving initiatives from vision to execution.

William holds a PhD in Organizational Communication, with research focused on narrative alignment, organizational change, and systems-level communication. He also holds a master’s degree in rhetoric and communication, along with graduate certificates in nonprofit administration and business analytics. His work is grounded in the belief that durable systems change depends on shared understanding, trust, and clear communication.

Katelyn has more than 15 years of experience as a teacher, instructional coach, and district math specialist, with service on state math committees and research interests in mathematics instruction, executive coaching, and continuous improvement.

Dr. Katelyn Devine has more than 15 years of experience in education as a middle school math teacher, math instructional coach, and district math specialist. Katelyn previously served on several math-related committees for Virginia and Florida Departments of Education as well as currently serves on the board of the Florida Council of Mathematics Supervisors. She earned a Bachelor's degree in elementary and special education from Slippery Rock University and a Master's and Doctorate degrees in Education Leadership and Administration from The George Washington University. Her research interests include instructional practices for mathematics, access and opportunity for traditionally marginalized K-12 students, executive coaching for school leaders, and school and district continuous improvement. Katelyn enjoys traveling with her husband and two dogs.

Meghan Frye is the Assistant Director of Instructional Materials Strategy at Impact Florida and brings over 10 years of experience in secondary mathematics, district instructional support, and instructional materials leadership.

Meghan Frye brings over 10 years of educational experience to her role as Assistant Director of Instructional Materials Strategy at Impact Florida, with a career centered on instructional materials leadership and secondary mathematics. A second-career educator, she has served as a classroom teacher, district instructional staff developer, and instructional materials administrator for a large school district, bringing a deep understanding of instructional materials from both practice and systems-level perspectives.

At Impact Florida, Meghan supports statewide instructional materials initiatives, including the Math Materials Cadre and the implementation of the Florida Materials Navigator, while working to elevate district and state perspectives in shaping a strong instructional materials policy framework. She holds a Bachelor of Business Administration and a Master of Arts in Teaching Secondary Mathematics from Kennesaw State University.

Meghan lives in Palm Harbor, Florida, with her husband and their dog, Hank, and has two college-aged sons who attend Florida State University.

Lauren strengthens internal operations as the operations lead for several Learning Cadres and serves as the primary contact for sponsorship opportunities, aligning systems to Impact Florida's mission.

Lauren Gilmore supports internal processes and helps enhance employee productivity and work quality. She works closely with team members to ensure that operational systems align with the organization's mission of improving student outcomes across Florida.

Lauren serves as the Operations lead for several of Impact Florida's Learning Cadres, managing logistics and communications to support their success. She is also the primary contact for sponsorship opportunities, fostering relationships with sponsors and partners to advance Impact Florida's initiatives.

Her focus on operational efficiency and her collaborative approach make Lauren a key asset to the Impact Florida team.

Jackie leads strategic communications to amplify Impact Florida's mission, drawing on more than a decade of experience working with institutions such as the University of Pennsylvania, Harvard University, and others.

Senior Director of Communications

Jackie Jircitano is the Senior Director of Communications at Impact Florida. She leads the organization's strategic communications work to amplify its mission, strengthen its brand, and engage educators, policymakers, and communities in advancing high-quality instruction statewide.

Prior to joining Impact Florida, Jackie was the founder and principal of Alessi Communication & Design, a firm specializing in education and research communications. Over nearly a decade, she partnered with leading institutions including the University of Pennsylvania Graduate School of Education, the Harvard Kennedy School, and Vanderbilt University to elevate education research, promote innovation, and support mission-driven initiatives. She has led communications strategy for Penn GSE's Center on Standards, Alignment, Instruction, and Learning; the Program on Education Policy and Governance at the Harvard Kennedy School; Catalyst @ Penn GSE; the Center for Education Policy Research (CEPR) at Harvard University; and others.

Jackie holds a bachelor's degree in Anthropology and Classics from Penn State University and an MBA from Philadelphia University. She lives in Charlotte, North Carolina, with her husband, Nick, and their two dogs, and enjoys travel and cycling in her free time.

Jake leads statewide efforts to adopt and implement high-quality math instructional materials, partnering with district leaders and bringing classroom and K–12 professional learning experience from the North East Florida Educational Consortium.

Jake Massey is the Director of Instructional Materials Strategy at Impact Florida, where he leads statewide efforts to support the adoption and implementation of high-quality instructional materials, with a focus on mathematics. He works closely with district leaders and educators to strengthen instructional practice, deepen student thinking, and ensure high-quality instructional materials are used effectively to support equitable learning opportunities.

Jake brings more than a decade of experience in public education, including as a classroom teacher and as a Program Development and Training Specialist with the North East Florida Educational Consortium. In that role, he led K–12 professional learning initiatives and supported instructional materials adoption across a wide range of rural and under-resourced school districts in Florida.

Jake holds a Master's degree in Educational Leadership from the University of West Florida. Outside of work, he enjoys staying active, supporting local schools and youth sports programs, and spending time outdoors with his family.

Aquill ensures smooth day-to-day operations, including financial and grant management, compliance, and team logistics to support organizational efficiency.

Aquill Mischler supports the organization's day-to-day operations and ensures internal processes run smoothly. She works closely with team members to assist in financial and grant management, budget tracking, and administrative support.

Aquill plays a key role in expense reconciliation, grant documentation, and ensuring compliance with funding requirements. She also helps coordinate team logistics, scheduling, and internal communications to maintain efficiency across the organization.

Her attention to detail and commitment to Impact Florida's mission make her a vital part of the team, ensuring that operational systems support the organization's goal of improving educational outcomes for students across Florida.

With more than 20 years in education as a teacher, coach, consultant, and researcher, Claire leads work that helps Florida teachers center student voices in math classrooms.

Claire Riddell has dedicated over 20 years to education, serving as a classroom teacher, school and district instructional coach, national educational consultant, project manager, and Associate in Research.

She holds a Master of Education in Teaching and Learning from the University of Oregon and a Bachelor of Arts in Liberal Studies from Santa Clara University. Currently, she is completing her Ph.D. in Curriculum and Instruction at Florida State University. Claire is passionate about math education and is committed to supporting Florida's teachers as they center student voices in their classrooms.

Kristen brings leadership and coaching experience from K–5 classrooms to district service, including as a Math Program Specialist, and supports student-centered approaches to mathematics statewide.

Kristen Shannon brings over seven years of mathematics education leadership and coaching experience. She previously served as a Math Program Specialist in Sarasota County Schools. With an additional nine years of K-5 classroom experience spanning roles from teacher to curriculum coach, Kristen brings a practitioner's perspective to her leadership work.

Kristen has served on several math-related committees including with the Florida Department of Education and is a graduate of the FL-CLASS Leadership program. She maintains an active membership in the Florida Association of Mathematics Supervisors as part of an ongoing commitment to advancing mathematics education across the state.

She holds a Master's in Educational Leadership from American College of Education and a Bachelor of Elementary Education from the University of South Florida. Kristen is passionate about supporting teachers and instructional coaches in implementing student-centered approaches to mathematics education. Outside of work, she enjoys staying active, fishing and boating, and spending time with her husband, daughter Lauren, and son Devin.

The 2017 Florida Teacher of the Year, Jessica designs and leads teacher leadership and engagement initiatives that strengthen retention and significantly expand recruitment pipelines.

In 2017, Jessica Solano was named Florida's Teacher of the Year, representing a network of 74 school districts and over 175,000 teachers. That pivotal year marked the beginning of an incredible journey dedicated to inspiring teachers and transforming classrooms.

Driven by an unyielding commitment to fostering teacher leadership, mentorship, and strong instructional practices, Jessica returned to the classroom and designed two game-changing programs: the Extending Excellence Peer Mentor Program and Leading from the Classroom. These initiatives connected increases in teacher retention to teacher leadership and ultimately led to the establishment of Polk County Public Schools' Teacher Engagement Department. Jessica continued to make an impact as the Director of Recruitment and Engagement with Polk County Public Schools, where she spearheaded additional programs that bolstered teacher retention rates and revolutionized the recruitment process, reaching a staggering threefold increase in teacher applicants.

Kurt Browning

Kurt S. Browning is the former Superintendent of Schools in Pasco County from 2012 through November 2024. Prior to that, Superintendent Browning served as Florida’s Secretary of State under both Governor Rick Scott and Governor Charlie Crist. Browning also spent 27 years serving as Pasco County Supervisor of Elections before his appointment as Secretary of State.

Ben Jackson has served as the Chief Human Resources Officer at Detroit Public Schools Community District for six years. Before that, he led multiple district-level education projects across Florida, including the Pilot Florida Implementation Network.

Dr. Shanna Daniels

Associate Professor and Dean's Emerging Scholar, Florida State University

Dr. Shanna R. Daniels is an Associate Professor of Management in the College of Business at Florida State University and a Dean's Emerging Scholar. With more than 20 years of experience, she is a nationally recognized expert in organizational behavior and fostering respectful, inclusive work environments.

Dr. Michael George

Principal, Atlantic Coast High School

Dr. Michael George is the principal of Atlantic Coast High School in Duval County, Florida. Beginning his career as a social studies teacher and coach, he later served as a principal in New Orleans before moving to Jacksonville. Recognized for his leadership, Dr. George was named Duval County Principal of the Year (2023) and Florida Principal of the Year (2024). He is dedicated to expanding access to accelerated coursework and ensuring student potential isn't defined by test scores.

Jennifer Grove

Jennifer Grove previously served as Vice President of External Relations at Baptist Health Care in Pensacola, where she led marketing, government relations, philanthropy, and community engagement. Recognized by U.S. News as one of the Top 100 Women in STEM, she is a longtime leader in STEM workforce development, education advocacy, and economic development, and has served on several state and national boards, including Leadership Florida, the Florida Chamber of Commerce Foundation, CareerSource Florida, and the Florida Education Foundation.

Pam Stewart

Executive Director, Florida Association of IB World Schools

Pam Stewart served as Florida’s Commissioner of Education and Interim Commissioner for more than six years. Before that, she was Florida’s K–12 Chancellor of Public Schools and Deputy Superintendent for St. Johns County Public Schools, following an early career as a teacher and principal.

Dr. Precious Symonette

Florida Teacher of the Year Finalist; Creative Writing Teacher, Miami Norland Senior High School; CEO, Florida Freedom Writers Foundation

Alongside her work as a teacher, Precious is also currently CEO of the Florida Freedom Writers Foundation. Precious was named the 2017 Miami-Dade County Teacher of the Year, one of five statewide finalists for Florida Teacher of the Year in 2017, and 2016 NEA Superhero Educator. Precious was honored to be a TEDx Speaker in May 2022, where she spoke on Teaching as a Revolutionary Act.
