About the Math Materials Cadre

The Math Materials Cadre is a two-year, collaborative initiative that helps Florida school districts prepare for the statewide math materials adoption in 2027. Led by Impact Florida, the Cadre guides districts through a structured process to plan for, select, and implement high-quality mathematics instructional materials (HQIM) that align with the B.E.S.T. Standards and support excellent teaching in every classroom.

Research shows HQIM can significantly improve student achievement, and when paired with thoughtful, student-centered implementation, they create lasting instructional improvement. By joining the Cadre, districts gain the tools, support, and collaborative learning community they need to make strategic, informed decisions that will benefit students for years to come.

Phases of the Work

  1. Vision – Align your district’s math vision with the B.E.S.T. Standards and focus on the student experience.
  2. Understanding Features – Learn how to identify high-quality, standards-aligned materials.
  3. Selection – Follow a student-centered process to choose the right resources.
  4. Implementation Planning – Create a roadmap for professional learning, communication, and sustainability.

Teams will collaborate within and across districts, sharing strategies, challenges, and successes.

Phase 1: 2021–22 — Proven Success, Strong Foundations

In 2021–22, Impact Florida, with technical support from UPD Consulting, launched the first Math Materials Cadre to guide eight Florida districts through the strategic selection of high-quality math instructional materials (HQIM)—one of the Five Conditions that Support Great Teaching. Through eight virtual learning sessions, districts explored how math vision, stakeholder engagement, local context, and strong systems shape a selection process that meets student needs and supports historically least-reached learners. Collectively, these districts—Brevard, Collier, Highlands, Hillsborough, Marion, Miami-Dade, Osceola, and Pasco—serve more than 870,000 students, representing over one-third of the state’s public school population.

Throughout the Cadre, districts built a student-centered selection process using the Components of Math Materials Selection: setting a clear vision for math teaching and learning, fostering authentic collaboration with stakeholders, considering the local context that influences adoption and implementation, and establishing strong systems and processes to sustain high-quality instruction over time. This approach ensured that material choices were not only standards-aligned, but also tailored to the realities of each community and responsive to the needs of all learners.

The lessons and evidence from Phase 1 extended far beyond individual districts. Insights from participating teams directly informed Impact Florida’s multi-year advocacy for more effective state adoption timelines. In 2024, that work resulted in the passage of SB 7004, a landmark policy reform requiring the state to publish its approved materials list months earlier—giving districts critical lead time for thoughtful selection and robust implementation. This systemic change will directly benefit future adoptions, including Florida’s 2027 math adoption, ensuring that the foundation built in Phase 1 continues to improve teaching and learning at scale.
